The utility structure of the City of Powell is somewhat unique. The city owns its own electrical distribution system, which makes the extension of services and multiple types of voltages readily available to its customers at a reasonable rate. Ordinances mandate certain requirements and fees as they relate to extensions of services and special voltage applications.
 
The City of Powell also owns its own water system and sewer system. Additionally, solid waste pick-up is performed by the city. Ordinances mandate certain requirements and fees as they relate to extension of services both for services in the city and adjacent unincorporated land.
 
In order to determine capabilities for providing water and sewer, information concerning location(s) and use(s) should be presented to the city staff for review. Responses to specific situations can thus be provided. City staff will provide prompt replies and can maintain confidentiality of any proposed project or venture.

The availability of electrical capacity is determined by substation capacity. The City has one 15 MW substation at the present time. The present system peak is approximately 7 MW's and growing at a rate of approximately .5 to 1 percent annually, leaving approximately 8 MW's of surplus capacity available at the present substation. At the present time, the City is in the process of upgrading to a higher distribution voltage. Even though this upgrade is progressing well, it is still important that the City be kept well informed on any possible large-scale economic development that could occur within the city limits of Powell. The longer planning time, the better the city will be able to serve any load requirements.
 
The City of Powell is a member of the Shoshone Municipal Water Joint Powers Board (JPB). The JPB currently has a 16.5 MGD water treatment plant west of Cody. Raw water is delivered via pipeline from Buffalo Bill Reservoir to the treatment plant. Treated water from the plant is delivered via pipeline to Cody, Powell, Lovell, Byron, Deaver, Frannie and the rural water districts.

Natural gas service in the Powell area is provided by Montana-Dakota Utilities Company (MDU), the utility division of MDU Resources Group, Inc. The company is an investor-owned gas and electric utility, which serves 247 communities in the states of Wyoming, Montana, North Dakota and South Dakota. MDU's service area covers approximately 168,000 square miles, or 5.5 percent of the continental United States.

Clubs and Organizations:

Powell has nearly 100 clubs and organizations, including all the usual national affiliations and some unique to the community. The Powell Valley Chamber of Commerce keeps a complete, up-dated list of these clubs and organizations.

Churches:

There are 23 churches in the area, representing almost every major denomination, providing a well-balanced religious influence in the community.

Human Services:

There are several public agencies and private nonprofit agencies providing needed human services. Northwest Community Action Program of Wyoming, Inc. (NOWCAP) offers a variety of services to low-income "individuals.

There are three public day care centers (one for developmentally disabled children, one for children of Northwest College students, staff and faculty, and one for the general public). Day Care is also available in private homes.
 
The Senior Citizen's Center:

Located in a newly renovated facility, has an active program for Powell's seniors, including daily lunches.
